Your best bet would be to get some hardcore evidence, like pictures or video, that proves beyond a shadow of a doubt of who is doing it. Then file charges with the police and be sure to check on your case constantly to be sure the police are even doing anything about it. Tires are extremely expensive and whoever is to blame should cough up the money. But remember: consistence is the key to getting your payback. Cases like this, to the police anyway, are not as important as what else they have going on.
